We invite you to participate in the selection of a contractor to plan and implement a public campaign on youth employment within the framework of the project “All for YOUth, YOUth for all” implemented by the Caritas Czech Republic in Mongolia and funded by the European Union. 

The purpose of the campaign is to produce media contents and public discussions to promote youth employment and raise public awareness of many different challenges including age and gender discrimination while youth enter or re-enter the job market, and to encourage employers to hire and the train the young people as a employees in Mongolia.

Task and responsibilities:

  1. Overall creative and strategic planning
  2. Development of campaign theme
  3. Development of activity calendar
  4. Developing key messages
  5. Coverage tracking and reporting
  6. Identify key influencers across social and mainstream media (e.g., local celebrities, artists, business and public figures)
  7. Identify content creation and/or distribution partners
  8. Prepare and share briefing notes and information kits, as required
  9. Coverage tracking and reporting
  10. Closing report

Selection criteria:

The contract will be awarded to the technically and administratively compliant tender bid that is the most economically advantageous, taking into account the quality of the services offered and the price of the tender.

  • Offered price /The overall budget of the tender should not exceed 50 million mnt/ The overall budget includes the following expenses
  • Creation of content /Includes at least 3 videos, posters, articles, human stories and other media products/
  • 3 public discussion /should aired through the MNB TV, Mongol HD and Open Society Forum/
  • Dissemination costs through social media and other channels
  • Proven expertise and experience
  • Quality of the proposed methodology

Contents of the offer:

The following documents need to be submitted in both Mongolian and English.

  1. Work plan with deadline (27 September to 15 December 2021)
  2. Budget breakdown
  3. Copy of the state registration certificate
  4. Proof of expertise and experience
  5. Other analysis and data to support the quality of the proposal

The Contractor shall plan its activities in the following order. These include:

  1. Develop a work plan with deadline
  2. Develop your content according to the plan
  3. Disseminate the prepared content to the public according to the plan
  4. Reporting of the planned activities

Tenders will be evaluated on the criteria listed below:

  1. Eligibility /Only candidates who submitted all the documents shall be considered for evaluation/
  2. Budget compliance
  3. Work plan
  4. Proof of expertise and experience
  5. Experience in working with international organizations and NGOs with major donors
  6. Corporate commitment / values

Instructions to submit an offer:

The tender shall consist of one original copy placed in a sealed envelope, with the words “Not to be opened before the tender opening session” written in English or Mongolian. The tender bids shall be delivered by private courier service, post or personal delivery until 6PM, 13th of September, 2021 the latest to the address: #503, 5th floor, Delta center building, 1st khoroo, Chingeltei district, Ulaanbaatar, Mongolia.
