Expertise: National team/consultant service on the development of plastic collection scheme

Background 

Caritas Czech Republic (CCR) in Mongolia is implementing the EU-funded project “Sustainable Plastic Recycling in Mongolia” in partnership with Environment and Security of Center (ESCM), TG Masaryk Water Research Institute (WRI), Mongolian Sustainable Development Bridge (MSDB) and Ecosoum (ES). The main objective of the project is to contribute to economic prosperity and poverty reduction and support the development of a green economy and the transition towards a low-carbon, resource-efficient and circular economy in Mongolia. The specific objectives of the project are to promote sustainable production and consumption (SCP) patterns by supporting MSMEs in adopting SCP practices, and to create an enabling environment to strengthen the implementation of national SCP policies and assist stakeholders in harvesting the benefits of SCP. 

As the project aims to increase the productivity of the MSMEs, it is necessary to increase the collection of plastic waste through optimizing the collection routes based on the travel time, operational cost at the aimag level and city level.

Scope of Work

The term of reference describes the assignment for a legal entity or a professional team to develop the plastic waste collection and transportation routes and recommendations which will be used for Bulgan aimag and Ulaanbaatar municipality. The assignment should identify the most effective and efficient collection and transportation routes for Bulgan aimag and Ulaanbaatar city considering factors such as distance, cost, capacity of collection points from July to October 2022.

Detailed Tasks

  • Review existing data (waste collection truck number, capacity, collection points, traffic information and traffic jam, fuel consumption, personnel, fuel price and other expenditures related to collection of recyclables) and if necessary, collect other missing data with the support of CCR from Bulgan aimag, and Ulaanbaatar municipality;
  • Develop different scenarios considering current situation, and future development in the recycling industry for simulation;
  • Visit collection points in Bulgan aimag and Ulaanbaatar city to get more detailed information (price for recyclables, types of recyclables and current handling systems);
  • Gather all data in Excel format in such a way that it can easily be used for other aimags and broader use;
  • Develop a model/simulation of the efficient and effective collection for plastic waste (considering the existing collection paths, such as APU, other collection, and transportation;
  • Recommendations on the collection of the recyclables based on the simulation results
  • Work closely with the project partners, Bulgan aimag administration and Ulaanbaatar municipality to improve the current collection process.

Expected Deliverables

  • The most effective and efficient routes for collection and transportation of plastic waste for Bulgan aimag level and Ulaanbaatar city (mapped route)
  • The detailed excel file with all data used in a format where estimation can be easily reproduced for other aimags and cities
  • Necessary recommendations to follow the route at the aimag and city levels

Minimum Qualification Requirements

Team leader (ArcGIS expert/solid waste management expert): Bachelor’s or higher degree in geographic information systems, environmental sciences or related field. GIS certification a plus. Experience using ArcGIS software products. Excellent communication and analytical skills.  

Expert 1 (Data analyst or related field): The national expert will have a Bachelor’s or higher degree in computer science, programming or a related field; and a minimum of 5 years of practical experience. The consultant should have a solid understanding and expertise on programing languages such as python, R or modelling/simulation programs Excellent analytical and Interpersonal skills, and English written skills are a must.

Expert 2 (Economist): The economist will have a Bachelor’s or higher degree in economics or a related field; and a minimum of 5 years of practical experience. The consultant should have a solid understanding and expertise on economic analysis with demonstrable experience in research and empirical methods. 

Materials to be submitted:

  1. A technical proposal for conducting the research, including the description of the methodology and tools for data collection and simulations
  2. Brief work plan aligned with the task and deliverables
  3. Financial proposal: within 30,000,000 ₮
  4. CV, proof of qualifications of each personnel participating in the assignment, demonstrating necessary expertise
  5. Notarized copy of the registration certificate of the organization (for legal entity)
  6. Reference from tax administration and social security authority (for legal entity)
  7. Reference letters from previous clients on the performance of previous similar assignments preferred
